Saying it has heard business' concerns regarding the complexity of reporting requirements and the amount of time to implement changes, the Obama administration is delaying a key part of the Affordable Care Act for another year: the mandate that most employers – those with at least 50 employees on their payrolls – offer them health insurance or pay a penalty. An administration official said the delay will allow it to consider new ways to simplify reporting requirements and will give employers more time to adapt to health care coverage and reporting systems.
