HEATHER BELAIR has been promoted to vice president and virtual branch manager for Bay State Savings Bank's 28 Franklin St. location in Worcester. Belair, who lives in West Boylston, joined the bank as a part-time student teller in 2003 at its Auburn High School branch.

NOREEN JOHNSON SMITH is the new chair of the Worcester Community Action Council's board of directors. Johnson Smith is the chief development officer at the Family Health Center of Worcester and has served on the board for five years. She replaces as chair STEVE JOSEPH, a senior vice president at Unum.

DANIEL BARNARD of Worcester is the new vice president and business development officer at The Milford National Bank. He was previously a vice president and relationship manager in commercial lending for TD Bank in Boston.

BRENDAN GALLAGHER is the new branch manager for Main Street Bank's Devens, Lunenberg and Shirley locations. Gallagher, an Assumption College graduate, lives in Ayer. He began his career in 1997 as a portfolio analyst and has worked as a financial analyst, client manager and operations manager, and he has been a branch manager since 2004.

St. Mary's Credit Union of Marlborough has made four recent promotions. SHERRIE L. LEBOEUF of Uxbridge has been promoted to senior vice president, human resources. She previously served as vice president and has been with St. Mary's since 2005. SARAH A. DAY of Marlborough has been promoted to vice president, commercial loan officer. Day, who joined St. Mary's in 2005, previously served as assistant vice president. ARMAND A. FERNANDEZ of Franklin has been promoted to vice president, senior small business loan officer. He joined St Mary's Credit Union in 2013 as vice president, small business lending. CHRISTINE G. MONTEIRO of Hudson has been promoted to vice president, market manager. Monteiro, a St. Mary's employee since 2004, previously served as vice president, branch manager.

Millbury Federal Credit Union has appointed two new members to its board of directors. ALICIA M. O'CONNELL, an attorney and co-owner of the Auburn law firm O'Connell & O'Connell, has been named a board member. She is also the president of the board of directors at Girls Inc. of Worcester. PAUL A. IRISH of Millbury has been named to the credit union's supervisory committee. He is the associate dean of students at the College of the Holy Cross and is a graduate of Assumption College.

ALLISON BERNIER is the new vice president of the Central Community Health Partnership. She is formerly the director of care integration at The Providence Center, a community mental health provider in Rhode Island. The Central Community Health Partnership will serve MassHealth patients in Central Massachusetts and include the service providers AdCare, The Bridge of Central Massachusetts, Alternatives, LUK, Inc. and Venture Community Services.

CHRISTOPHER BASTIEN has been named area mall manager and MATHEW DYER has been named area director of marketing at Solomon Pond Mall in Marlborough and at Auburn Mall for Simon, the owner of both malls. Bastien has been with Simon since 2000 and will manage day-to-day operations at both Central Massachusetts malls. Dyer most recently worked as guest services manager at the Burlington Mall and will oversee marketing efforts, including public relations and social media, for both malls.

LYNN GREGOIRE of Worcester has been named the assistant director of nursing at Holden Rehabilitation & Skilled Nursing Center. Gregoire is a Quinsigamond Community College graduate and has worked with Oriol Health Care since 2002.
