The Worcester City Council has approved the creation of a downtown business improvement district. The district, like one that began early this year in Hudson, would use a tax surcharge on property owners inside its borders to help with various upgrades, including marketing, events and infrastructure improvements. The district anticipates about $950,000 in annual revenue to pay for improvements and initiatives.
