DOES WORCESTER FLUNK WITH SMALL BUSINESSES?

According to a survey by Thumbtack.com and the Ewing Marion Kauffman Foundation, Worcester ranks as one of the worst cities in the U.S. for small business friendliness, receiving an overall “F.” Is the grade deserved?
