Webster medical transport firm owner sentenced

A week after pleading guilty to more than a dozen counts of fraud and larceny, the owner of a medical transportation company in Webster has been sentenced to a year and a half in jail and ordered to pay full restitution for defrauding MassHealth, the state’s Medicaid program, Atty. Gen. Martha Coakley’s office announced Thursday.

Cynthia J. Keegan, 51, was sentenced in Worcester Superior Court. She was also ordered to pay $477,658 in restitution to MassHealth, according to Coakley’s office. In addition, her company, Keegan Enterprises, which operated under the Cross Roads Trolley name, was fined $245,000, Coakley’s office said.

“Taking advantage of MassHealth takes away the necessary funds needed to operate this program efficiently and effectively,” Coakley said in a statement. “We are pleased that the court recognizes the serious nature of this crime and the importance in recovering taxpayer dollars.”

Acording to Coakley's office, Keegan submitted more than 8,300 fraudulent transportation claims over five years for 12 residents at two nursing facilities in West Brookfield, receiving payments totaling more than $400,000. Keegan also submitted more than 1,500 claims to MassHealth under the names of 47 deceased MassHealth members, Coakley's office said.
