Planning Board approves 210-unit apartment building with added parking

The Worcester Planning Board approved slightly revised plans for a more than 200-unit apartment complex on Hemans Street, which removed a few units and added more than 100 parking spaces.

Topsfield-based developer Boghos Properties submitted the application for a 216-unit, horseshoe-shaped complex to the Zoning Board of Appeals in December. The developer sought an exemption for the City of Worcester’s mandate of two spaces per residential unit, proposing 329 parking spaces, but the board did not approve the exemption.

Boghos Properties’ revised proposal to the Planning Board included the city-mandated 432 parking spaces and a slightly reduced plan for 210 units.

The units will all be market-rate and will consist of 90 one-bedrooms, 106 two-bedrooms, and 14 three-bedrooms, said manager Ray Boghos in the meeting. 

The building will be seven stories with five residential floors and two garage levels for the parking, including 42 electric vehicle charging stations.

While the board ultimately approved the plans, some board members spoke unfavorably about the lack of affordable housing in the proposal. Board member Kevin Aguirre and chair Albert LaValley noted, while they would both like to see more affordable units, the Planning Board does not have jurisdiction to require affordable components.

The proposed site is on 1,9, and 19 Hemans St., which is located in a residential neighborhood east of Gold Star Boulevard.
