Natick developer will plead guilty to Worcester fraud charges

Natick contractor James E. Levin will plead guilty to fraud charges associated with the redevelopment of a multi-family Worcester home, according to court documents detailing the plea agreement.

The U.S. Attorney’s Office of Massachusetts in 2016 charged Levin with conspiracy to commit wire fraud, wire fraud, conspiracy to defraud the United States government and false claims, according to a press release from the time. Levin will plead guilty to all four of those charges.

In 2010, according to the Attorney’s Office, Levin submitted fraudulent payment requests to the City of Worcester for funding from the U.S. Department of Housing and Urban Development, to be used to rehabilitate a multifamily property at 5 May St. in Worcester. Jacklyn Sutcivni, a former employee at the city’s Housing Development Office and Executive OFfice of Economic Development, who was also indicted in the case, was accused of pushing those requests forward while knowing they were fraudulent.

Levin, according to the Attorney’s Office, was then paid $2.37 million for work that was not completed.

As part of the plea agreement, the U.S. Attorney will recommend Levin be incarcerated for as long as the court agrees is appropriate, as well as undergo 36 months of supervised releasr, pay a fine to be determined by the court, pay restitution and forfeit assets related to his charges.
