Rutland Builder Fined For Environmental Violations

Blair Enterprises, which is building a 53-home subdivision in Rutland called Bear Hill, will be fined up to $392,842 for permitting large amounts of sediment to discharge from the site into a nearby pond, Attorney General Martha Coakley announced.

Under the terms of a permanent injunction issued alongside the civil penalty in Suffolk Superior Court, Blair will also be required to mitigate the harm caused at the site.

Blair failed to comply with local and state permits because it improperly implemented and maintained erosion controls meant to protect the nearby Moulton Pond, a tributary to the Quabbin Reservoir, according to the AG.
