U.S. Hiring Stuck In First Gear

U.S. employers are more optimistic about hiring for the second quarter than they were a year ago, but they're waiting on an upswing in demand to really ramp up hiring. That's according to the latest employment outlook survey by Manpower Inc.

The countries where employers say they're most likely to hire in the second quarter are India, Brazil and Taiwan. Generally, the Asia Pacific region, excluding Japan, is bullish on employment thanks to domestic demand, while things are more mixed in Europe.

In the U.S., hiring intentions were up somewhat from a year ago, but similar to the first quarter after adjustments for seasonal gains. Manpower CEO Jeffrey A. Joerres said that may be because employers are less willing than in past recessions to hire in anticipation that demand will increase. Instead, he said, they're making do with the staff they have until there's a clear sign that demand is really rising.

Of 36 countries and territories included in the survey, employers in 27 anticipate some positive hiring in the third quarter while those in eight have negative expectations. That's compared to 18 with negative outlooks at the same time last year.

The countries where employers are least likely to hire are Italy, Spain and Ireland.
