EPA Seeks Payment From Clinton Superfund Site Owner

The U.S. Environmental Protection Agency has placed a Superfund lien on a 4-acre site in Clinton in an attempt to recoup $269,000 in pollution cleanup costs from property owner Patrick A. Parker.

The 40-48 Rigby Street site has borne the effects of pollution since the late 1800s, according to the EPA, and has been home to a landfill for industrial waste, a metal galvanizing factory and a plastics molding facility that was destroyed by fire.

Neighbors of the property began complaining about pollution in 1980, and the state Department of Environmental Protection found lead and arsenic in the soil and in nearby waterways.

Parker has owned the property since 1989. The EPA said Parker has not responded to attempts to contact him.
