Condo project slips on taxes

A Marlboro developer owes the town of Framingham $183,851.21 in unpaid taxes for fiscal year 2006 on a massive project in the downtown area. The news came as a surprise of some town officials, who became aware to the situation after the developer’s name was published in an October 25 advertised listing of tax liens.

Rosewood Companies is converting the former Avery Dennison factory into high-end condos and commercial space. Other properties listed in the advertised notice, issued by town tax collector Dennis O’Neil, included a parking garage that will accompany the refurbished factory, a park, and the offices of Rizzo Associates and the South Middlesex Opportunity Council.

"I assume they’re behind due to a slow market, but I can only speculate," says O’Neil. "They have been paying prior to this point."

The project encompasses 358,000 square-feet of mixed-use space on several intersecting streets in Framingham. Rosewood’s properties include: 2 Bishop St.; 4 Bishop St.; 1 Grant St.; 25 Grant St.; and 300 Howard St. Rosewood owes taxes on properties listed at 300 and 301 Howard St; 1 Grant St.; 101 Clinton St.; and 2 and 4 Bishop St.

The condos, which start around $225,000 and top out at over $500,000, average 1,100 square-feet in size. A total of 156 condos are slated for the site, and the parking garage will hold 600 cars. The Division of Planning and Economic Development says that until the list of delinquents was publicized, it assumed the project hadn’t encountered a hiccup.

"I do know that I heard everything is going beautiful as far as the building inspector is concerned," says Kathy Bartolini, director of the Division. "The building inspector was unaware of tax difficulties, the planning board was unaware of tax difficulties, and I learned of it by reading the newspaper."

Calls to the Rosewood Companies were not returned.
