Mass. Ranks Low In CEO Survey

CEOs see Massachusetts as the fifth-worst state to do business in, according to a new survey. But that still represents an improvement from previous years.

Chief Executive magazine's 2009 "Best & Worst States" survey rates states based on issues like proximity to resources, regulation, tax policies and education. Massachusetts came in at 47th place, out of 51, including the District of Columbia. California was at the very bottom of the list, while Texas took first place.

The Bay State was in 48th place last year and 49th place in 2006 and 2007.
