State taps gaming commissioner, AT&T exec for Cannabis Control Commission

Two new commissioners have been appointed to the Massachusetts Cannabis Control Commission to replace Commissioners Kay Doyle, who resigned in May, and Shaleen Title, whose term expired on Aug. 31 but stayed on as an interim holdover.

The two new commissioners will be Nurys Camargo, director of external affairs in Massachusetts for AT&T, and Bruce Stebbins, a member of the Massachusetts Gaming Commission. They were appointed by a majority vote by Gov. Charlie Baker, treasurer Deborah Goldberg and Attorney General Maura Healey, in accordance to rules regulating how CCC members are chosen.

Camargo will fill a requirement that one commissioner have a background in legal, policy or social justice issues related to a regulated industry: the seat Title occupied. Stebbins fills a requirement a commissioner have professional experience in oversight or industry management, including commodities, production or distribution in a regulated industry: the seat Doyle filled.

The two new appointees leave one vacant seat left by Commissioner Britte McBride, who was appointed by Healey to fulfill the requirement one commissioner have a background in public safety.

In a statement, Title praised Camargo’s selection, particularly for her fresh perspective and her skill for developing partnerships, adding she was confident the incoming commissioner will fight to advance racial and economic justice.

“Along with my fellow commissioners and a diverse community of advocates and entrepreneurs, I’m proud of — and honestly, amazed by — all the work we did to contain corporate greed, increase access for medical cannabis patients, and begin to issue licenses equitably,” Title said. “I’m also thankful to have supported the citizens who successfully mobilized their local representatives to create bold equity ordinances and their state representatives to direct marijuana tax revenue to community empowerment and reinvestment grants.”

Title’s official last day on the commission is Dec. 31.
