Summer Hiring Not So Hot

As the summer begins to heat up, U.S. employers are reporting coolness in hiring additional staff for the third quarter, compared to the same quarter a year ago, according to a quarterly survey conducted by Manpower Inc. of Milwaukee, Wisc.

Fourteen thousand employers were surveyed throughout the country, with 26 percent reporting they planned to add staff, 10 percent planning to cut workers and 58 percent planning to keep their staffs the same for the third quarter. Six percent were undecided.

"The gradual slowdown suggests that employers have become sophisticated at anticipating their hiring needs," said Jeffrey A. Joerres, chairman and CEO of Manpower, in a prepared statement.

While this number is a decrease from the third quarter of 2007, it is almost identical to the results of the same survey for the second quarter of this year, when 26 percent planned to hire, 9 percent planned to cut and 60 percent planned no changes. Five percent were undecided.

Employers in the Northeast and the South predict a slight downturn in their hiring for the third quarter, while those in the Midwest expect to add workers. Employers in the West said they expect a moderate decrease in their hiring.

Manpower, a staffing company, also surveys around the world, where it found that employers in Spain, Italy and Ireland reported the weakest hiring intentions for the third quarter, while a number of Latin American countries and Asian countries reported optimistic hiring plans.

Manpower has conducted the survey for 45 years, talking to employers in 32 countries. The next survey will be released on Sept. 9.
