Insurance Group, Arbella Sue Burnes

The Framingham-based Massachusetts Association of Insurance Agents and The Arbella Insurance Group of Quincy have filed a complaint against state Commissioner of Insurance Nonnie S. Burnes.

The suit claims new out-of-state companies are getting an unfair advantage in competing with Massachusetts insurers.

Arbella and the MAIA claim that companies entering the Massachusetts market do not have to pay into a state high-risk plan, as local companies are required to do, for two years. They also say the commissioner requires some insurers, but not all, to insure certain businesses, and that she allows insurance companies to avoid paying commissions to agents or brokers, in violation of their statutory rights.
