Motels and their managers in Shrewsbury and Sutton will pay $65,000 in restitution and penalties for labor violations, such as not paying timely wages and earned sick time to their workers, according to a Tuesday announcement from the Massachusetts Attorney General’s Office.

The Worcester City Motel in Shrewsbury, the Red Roof Inn in Shrewsbury, the Red Roof Inn in Woburn and managers Ketan Patel, Charles Minasian, and Robert Parsekian were issued citations for failure to make timely payment of wages, failure to provide earned sick time and for not maintaining a true and accurate payroll and timekeeping records, according to the attorney general.

“Our Fair Labor Division works hard to ensure that employers are complying with the state’s wage and hour laws, and that workers know their rights,” Acting Attorney General Bessie Dewar said in the Tuesday announcement. “As a result of this settlement, the workers who were harmed by this company’s unlawful actions will get the money they earned.”

The hotels are managed by Azad Legacy Partners of Lexington. According to LinkedIn, Patel is one of the founders and the principal of Azad, which was started in 2016. Minasian is a principal of Azad, and Parekian is a founder and principal. The real estate development company purchased a 78,717-square-foot office building in Lexington in 2019.

The Attorney General’s Fair Labor Division started investigating Worcester City Motel and the Red Roof Inn locations after a complaint alleging employees were not being paid for all
the hours they worked, working long hours with little rest or break time, and an unpredictable pay schedule. The office discovered the company owed a little under $35,000 in wages to one employee and the motels’ sick leave policies did not meet Massachusetts’s state law: It provided unpaid sick leave and was not available for the first year of employment.

Under the Earned Sick Time Law, employers must provide sick leave if they employ 11 or more employees, and employees must be permitted to take job-protected sick leave after 90 days of employment. Worcester City Motel and both Red Roof Inn locations employed 36 employees impacted by the violations.
