State officials will conduct a review of the Regional Greenhouse Gas Initiative in 2012 and are opening up for public comment on the program.
The 11-state cap and trade program puts limits on the amount of carbon emissions power generation facilities are allowed to produce. It forces those entities to buy allowances if they do not comply with the cap amounts. Proceeds raised from auctioning the allowances have been used in Massachusetts and across the Atlantic Coast to support energy efficiency upgrade programs.
Mark Sylvia, director of the department of energy resources, which oversees the Bay States' involvement in RGGI, has convened a RGGI Auction Advisory Committee, which will help him complete the 2012 program review. One of the first decisions Sylvia will have to make is what to do with unsold allowances from previous auctions. The committee is accepting written comments about this topic until Jan. 5, 2012. Interested citizens can submit comments to: RGGI.AAC@state.ma.us.
In December, RGGI proceeds raised $7.8 million, which compares to $2.2 million raised in September and about $4 million raised in June as part of the quarterly auctions for allowances. Worcester-based World Energy Solutions runs the electronic auctions for RGGI.
