Coakley gives N.J. paperboard co. $600,000 paper cut

State Attorney General Martha Coakley has reached a $600,000 agreement with New Jersey-based paperboard manufacturer Newark Group Inc., after the company allegedly committed multiple environmental violations at its facilities in Fitchburg and Haverhill.

Under terms of the settlement, Newark Group will pay the state $575,000 in civil penalties and another $25,000 in compliance fees, according to the attorney general's office. The company will also conduct an environmental audit and develop an environmental management system to correct violations of the Massachusetts Clean Air Act.

The complaint, filed earlier this week, alleges the company's Fitchburg facility exceeded emissions limits set forth by the DEP for volatile organic compounds and methanol, which can contribute to smog, in addition to excessive carbon monoxide and nitrogen emissions.

In Haverhill, the company purportedly exceeded its sulfur dioxide emissions limits, which can contribute to acid rain, the AG's office said. Both facilities also failed to obtain necessary permits for methanol emissions.
